Subject: Game plan for overturning library suspension
Dear Mr. Ray,
I am writing because you did not make it to our 12:30 appointment today. I met with Mollie briefly before she had to leave for another appointment. We came up with the following plan to help you regain access to the libraries.
What HLS can do is help you make request that the library allow you access again as a reasonable accommodation of your disability(ies) under disability anti-discrimination laws. Assuming this is true, we would explain that the behavior that led to the ban was caused by a panic attack that was not your fault, that you have no intention of creating future disturbances, and that not being able to use the computers in the library to communicate cuts you off from accessing vital services such as health care. To make the request more persuasive, I would like to get letters of support from your medical/mental health provider(s). Mollie also offered to write a letter of support explaining why the suspension is such a hardship for you. Mollie plans to explain how important it is that you be able to access email at the libraries. Mollie is also willing to help get letters from any doctors or therapists who can help back up our argument.
I have a few questions for you that will help me know what to argue and what to request.
1. Based on our intake notes, I understand that you did not evacuate on 2/15/17 because you were having a panic attack. Related to this:
a. Do you have a mental health diagnosis?
b. Do you get mental health treatment anywhere?
c. If so, are you comfortable disclosing your mental health diagnosis and details about your panic attacks to library management and library security?
d. Do you have a doctor or therapist who would be willing to write a letter explaining that you sometimes experience panic attacks?
2. The suspension says that you were found with a needle and methamphetamine. Is it truthful to say you were not intoxicated while you were in the library on 2/15/17?
a. Have you ever been intoxicated while in the library?
b. Even if you have been intoxicated in the library in the past, could you agree to only visit libraries while sober?
3. The suspension says you created a disruptive or unsafe environment. Did you do or say anything that could have been viewed as violent or threatening on 2/15/17 or when you visited the other library branches?
4. What do you think about requesting that the library overturn your suspension and allow you to return to the libraries as long as you follow the rules, but if you break any rules, they can restart the suspension until it ends on 3/15/18? I’m happy to discuss this suggestion with you further.
5. Are you ok with me keeping Mollie updated about everything we discuss so she can help you pull together the needed information?
a. Is there anything you do not want me discussing with Mollie?

Hello Joshua,
I am a Victim Advocate at Santa Clara County’s District Attorney’s Office and I received a California Victim Compensation Application last week from Christina Rosa from New Hope For Youth. The application, if eligible, can help pay for some of the medical expenses related to the crime that occurred. At the moment I have not been able to locate a report number, can you please provide that when you get the chance?

No one came to the hospital or Respite to take a statement or get any information from me. Thank you for reaching out- I appreciate it! Please let me know what I need to do- It's still an ongoing issue as the three people that attacked me are still following me- literally, I've relocated to SF and one of them was at City Team across the table from me... I wouldn't think it was that specific or about me... but they were also following mea few nights before that and also the same person that was at CityTeam was on a bus with me in San Jose (the 22) paid cash and was very confrontational- the bus driver and security guard (possibly) can totally confirm that. I've relocated to SF in a sense of access to the public library and safety- though clearly that is still a concern. I went to a meeting yesterday in San Jo at the health trust and ended having to stay/slept at a light rail station because I kept envisioning someone with a golf club coming and beating the shit out of me.
Pardon my language...
So what should I do next? I do not have a phone currently and it's not an option to have one of the 'free' phones because I can't use 80 South Market or General Delivery in SF as a mailing address... per the reps.

Hi Joshua,
I am sorry to hear about all that you are going through due to the assault and thank you for providing the case number. I have requested a copy of the police report, however the report has not been submitted but it’s expected to be received soon so I will update you on that. Once I receive a copy of the police report I will submit your application to another department to determine eligibility. If you receive any medical bills related to the crime please let me know.
If you are still being harassed by the person who assaulted you, I encourage you to look into filing a civil restraining order if you haven’t done so already. Please let me know if you have any questions.

I didn't send that last sentence- I was going to write more, and will... but literally it's like i'm in a different world. As in, how could I be in the hospital and not even think about how I didn't even deserve, as a patient, a Welcome/Info guide after I was admitted?
